If you thought the recent outburst of chief minister, K Chandrasekhar Rao and his cabinet colleagues including his minister son K T Rama Rao against the land grabbing mafia in connection with the Miyapur land scam has brought down the illegal activities, you better change your perception.


style=”text-align: justify;”>In fact, the land sharks appear to be in a jubilant mood after the Miyapur land scam surfaced because the so-called Crime Investigation Department (CID) is reluctant to take up the probe. Even the two main accused in the scandal – P S Parthasarathy and PVS Sharma – have been released on bail and there is no whisper about locating the alleged kingpin P S Prasad.

Though the state government has issued orders transferring the probe to CID, the latter is yet to register a case more than after a month of receipt of the government order. Further, the police could do little in the Bhojagutta land scam involving TDP MLC, Deepak Reddy.

This, coupled with large scale corruption in the rank and file of all the departments concerned seems to have emboldened the spirits of the


land sharks, who are ruling the roost as they are finding political patronage for obvious reasons.

Take the case of Puppalaguda, one of the prime areas the land sharks have been concentrating for years. This locality has as many as 950 acres of evacuee properties, which have since been declared as government properties. These lands are estimated to be worth around Rs 25,000 crore.

Evacuee properties are those lands which were left without any successors by those who migrated to Pakistan soon after Independence. However, nearly 500 acres of these evacuee lands have been grabbed using fake allotment orders.

Documents available with this periodical, obtained by RTI activists, indicate that the allotment letter were fake because same lands in certain survey numbers were allotted to two different beneficiaries.

Based on the fake allotment letters, revenue authorities have mutated the lands in the names of fake claimants and records related to such allotment and mutations are not available with the revenue authorities. Corrupt officers like M Ravinder Reddy, who worked in different capacities from MRO to DRO and CEO of Zilla Parishad, allegedly helped the land sharks grab the evacuee properties with the help of fabricated documents.

Ravinder Reddy was clever enough not to leave a trace of the files related to the orders passed by him in connection with lands in survey numbers 278, 283, 319, 323, 310,311, 318, 337, 345 and some other survey numbers in Puppalaguda village.

Not just Ravinder Reddy. Kasturi Narender, who was the sarpanch for Puppalaguda for 23 years, had granted layout and building permission in survey numbers 310, 311, 318 t


o 323 and 337 of Puppalaguda village to an extent of 106 acres. And the records related to the permission are not available in Gram Panchayat office. Today, he is a crorepati and one can imagine what made him crorepati.

Puppalaguda is now busy with construction activity in hundreds of acres of evacuee lands, thanks to the corrupt officials and sarpanch, who have granted permissions to the land sharks to go ahead with illegal constructions and amass huge wealth at the cost of the common man. Luxurious villas are being built in those lands which are sold at huge margin for software professionals and other high income groups.

And you know! Kasturi Narender is in the ruling TRS now. He joined the party in the presence of KCRs daughter Kavithakka. What comes as a surprise is that all these illegal constructions are taking place when KCRs son K T Rama Rao, popularly known as KTR is the Municipal Administration Minister.

It is also said that a former chief minister’s son has grabbed about 200 acres of evacuee properties with the help of shell companies and construction activity is going on at a brisk pace on these lands. Yet, the TRS government conveniently ignores this.

Allah’s properties being robbed

TRS government in general and its head KCR in particular are praised by the minorities for his many minority welfare programmes. But, the politicos and officials in his government are hand-in-glove with land sharks who are grabbing Wakf properties in Malkajgiri at their will.

About 400 acres of land in survey numbers 418, 419, 420, 421 and 403, declared as wakf properties in Gazette No. 6-A, dated 09-02-1989, at Sl.No. 2893, situated in Malkajgiri village, are encroached with the help of fabricated documents.

The gang of land sharks – Pasham Madhusudan Reddy, Mohammed Riyazuddin, Pilli Anjaneyulu Yadav and Raeesuddin – has been selling the lands after making it house plots without any permissions.

The district registrar’s office in collusion with Madhusudan Reddy has been registering the sale deeds in survey Nos. 418, 419, 403/1 and other survey numbers though these lands are listed in the prohibitory register. The sale deeds are registered at the Joint Sub Registrar office in LB Nagar, RR (East).

Further, the land sharks are dumping debris and filling the water body adjoining the shrine Kadam-e-Rasool to convert it into plots and sell the same. After several complaints to the Wakf Board by concerned citizens, the Board has asked the revenue authorities to protect the land and the water body. But no action has been taken either by the revenue authorities or the police. Instead, the police registered a case against those who tried to take photographs of the dumping of debris in the water body to gather evidence.

Documents available with The News clearly show that people fighting for the protection of the wakf lands and the water body ran from pillar to post and made repeated representations to the officials. They requested officials to initiate criminal and civil proceedings against land sharks, stop them from filling up the water body besides restoring to the normal state as it used to be and to remove unauthorized constructions in the above survey numbers but to no use.

Our beloved chief minister, who day in and day out talks about protecting wakf lands in the interest of minorities, seems to have no time to initiate steps in this regard, said the people who have been fighting for the protection of these lands.

Panchayat Secretaries help land grabbers

This is a classic case wherein even small time officials, taking advantage of the lapses in law, rake in moolah in connivance with the land sharks.

Panchayat Secretaries of Nagaram, Dammaiguda, Bachupally, Pragathinagar and Nizampet are issuing building permissions mainly for builders though they do not possess LRS. One former Panchayat Secretary has gone to the extent of issuing permissions with ante-dates. In most cases, the corrupt panchayat secretaries are tampering records to their convenience and issuing permissions for the builders which is evident from the challans paid by the builders and receipts issued by the so-called panchayat secretaries.

With the help of the illegal permissions, one construction company is developing a layout near district collector’s office and in other layout in Rampally village, the developers are laying black top roads.

Backed by the DPO, Suresh Mohan, EO, PR & RD, Jyothi Reddy, former secretary, Anji Reddy, present secretary Venkat Reddy and a few others, are calling the shots in Medchal district and helping the land sharks, sources said.

Despite lodging repeated complaints with the district collector and other officials concerned, no action has been taken against the erring officials so far. And the erring officials proudly boast about the political power behind them. Hope KCR, KTR and Kavithakka will take a look at the Secretaries of these panchayats.
